It is called "disfellowshipping" and is one of the creepier aspects of JWs.
Any place that tries to force you to break all contact from people who leave, or are disfellowshipped may as well not be entered at all. Not that I can say it's a nonbiblical practice, since it happens in the first story in the book involving Humans, but it's still very wrong.
