I can say with absolute certainty that the staff assistant (or intern) in charge of the mail will immediately throw it in the trash.

I’m fairly certain that if I received a letter addressed to ‘Dear Scum’, I wouldn’t feel any burning desire to read further.

With a vain threat at the end. Over here, to have a petition on the parliament you need a certain amount of signatures to it. Casual mail, with merit or not is ignored. Except for the Prez, cause he has insomnia and likes to read. Also take selfies with people.
