Once you fetishize and militarize the police, they come to see their primary function as keeping ALL people - not just criminals - in order This necessarily evolves into brutality, which fosters the culture in which courts protect cops and cops protect their own.
An excellent example of how cops now view themselves is this (thanks to Brian37 for the link). The relevant bit starts at 3:36.
When cops use force against people for talking - not rioting, not looting, not blocking traffic, just talking - it's painfully obvious that the current problems are not individual police, but the way the police and the public view law enforcement in general.
Firing, arresting, charging, and (hopefully) convicting bad cops is all well and good as far as it goes, but it isn't going to fix the problem.

That video didn't work.
Rodney King, Justine Damond... Ye their cop culture is bad. They have to change their police training program i guess
Works for me. It’s the same link as Brian37’s ‘John Oliver’ thread.
Changing training has been tried and it doesn’t work. Meaningful change will involve a cultural shift is what policing is.
