The main benefit of less cops is the first cops to quit when the force comes under pressure to better balance the right of the public and the expediency of the cop Probably tend to be the ones who think much more highly of the expediency of the cop than the needs and rights of the public, and are thus the most disgusted by the gall of the public to infringe upon the convenience of the public servant.
