OFC not, just that their parents are training them to do something that gets them maced.
Why do you imagine this to be the case, and what are they supposed to be training them to do, and are we really going to stick with the idea that some specific misbehavior might be related to how we train a person? Might it be possible for us to have police, and police who don't mace nine year olds, if we train police some other way, for example?
