It' s because a school is a soft target. I.e. lotsa easy targets that won' t fight back.

Park several APCs around the building? Do you have any clue how expensive it would be to harden all schools and how many fuckups would occur anyway? Christ, we can't even pay teachers. Don't even think of incompetent rent-a-cops.
