Actually, rereading the second amendment, it doesn't enumerate a right to own guns at all. All it does is give a person to have a weapon (or weapons) in their possession while serving as part of a properly constituted militia.
That is what "bear arms" means, and the distinction between ownership and possession was even more clear in the 1780s when the constitution was written. There is literally no constituional provision barring the US or a state government from restricting gun owndership. All there is is a deliberate misreading by a very right wing panel of judges in 2008, all of them "originalists".
