That is what "bear arms" means, and the distinction between ownership and possession was even more clear in the 1780s when the constitution was written. There is literally no constituional provision barring the US or a state government from restricting gun owndership. All there is is a deliberate misreading by a very right wing panel of judges in 2008, all of them "originalists".
DUH, so blame the greedy f Wayne La Pee dipshit, when he and others hijacked what used to be a ligit safety org prior and turned it into a heat shield for the profits of the industry. The NRA and the CEOs don't give one flying fuck about blacks, or whites or cops, or zip codes. More violence sells more guns, more guns end up in more violence, repeat repeat, and the CEOs and shareholders have huge retirement investments. Problem is that comes at the cost of taxpayers, public health, and everyone's basic safety.
The Second Amendment was intended for a STATE militia, and now that militia is called the National Guard.
