Seems a reasonable assignment of blame.
In states with less restrictive laws, there are more people with guns. Therefore, there are more opportunities to steal guns.
In places with more restrictive laws, there are fewer guns. Therefore, there are fewer opportunities to steal guns.
Since criminals living in places with more restrictive laws have a harder time stealing guns (or illegally purchasing guns stolen locally), they are an obvious market for non-local sellers of stolen guns.
This is basic market economics.
