Because the Germans declared those a warzone and the lusitania came through there trying to sneak military arms through using the civilian as cover.
Lol, so? That was a mistake made by the British. The Germans sank a ship carrying munitions. The fact that they were American munitions doesn’t leave America culpable for the sinking.
Your comparison between the two events would be better if the Germans demanded that the ship surrender and were refused.
