It wasn’t a war crime - both cities were legitimate military targets, the presence of civilians in those cities notwithstanding. And the US didn’t tell the Japanese government what they were going to do, they gave them a path to avoid it. Looking at it from the ethics perspective, the Japanese government green-lit the killing of over 100 000 of its own people.
