Depends on the definition of 'true Muslims' you wish to apply. But, yes, there those that can recite the Qur'An by root from cover to cover.
Just like Jehovahs can recite the bible.
But that doesn't mean those Muslims have understood the Qur'An (if anyone can) or its implications!

I read about 50% of the bible, about 20-30% of the Qur'An, roughly 40-50% of Greek mythology, 20% of Norse mythology, and snippets of the Torah, Talmud, and Vedas. It's all basically exactly the same mystic garbage with different cultural overlays. Sometimes it's one god, with multiple personae (e.g. Xtianity and Hinduism), sometimes it's a whole panthéon of gods.
Same difference, though.
