I never understood how atheists can really make that assertion.
People behave differently when they know (or think) they are being watched. The threat of punishment is a very real deterrent.
Moreover, the threat of punishment is societies way of publically ''directing traffic'' in relation to behaviour.
If immoral human behaviour is unaffected/uninfluenced by the knowledge that such behaviour may be or is being watched, why on earth
do we have plain-clothed (undercover) law enforcement personnel? Why bother using unmarked police cars? Why this?
