Islam set up some general rules (like protect humans, properties, honor, etc.)
then put some exceptions or specific rules for certain issues
If a new issue is not in the specific rules it must fell below the general rules
That is why Islam covers everything
What general rule applies to making traffic rules? It's all human reasoning. The punishments applied to it is also human reasoning.
It's not through revelation.
