Islam set up some general rules (like protect humans, properties, honor, etc.)
then put some exceptions or specific rules for certain issues

What general rule applies to making traffic rules? It's all human reasoning. The punishments applied to it is also human reasoning.

You put a $100 and you man get $100,000 or nothing

Same for car insurance and others
If you are a rich person and you made an accident with your car, why anybody should pay to fix it???

I disagree with your reasoning. Insurance is a pay in pool where those in need take out. You are a winner in both outcome positions, you win when you stay healthy and accident free and you win when you have money to pay for medical care or car repairs. Thusly you are not gambling in any sense because there is not a losing position.
Conversely, for the sour pusses, you lose on both positions as well, without accidents or sickness, you lose your money. With an accident or sickness, you lose your health or integrity of a possession. Again not a gamble.
With your thinking, buying a first aid kit is a gamble. If you don't use it you lose, if you cut a finger off, you win. A strange gamble indeed..

Qiyas (comparison by similarity) - it's only Hanafis that believed in it. Everyone else disbelieved in it.

The problem about insurance, is the same like gambling, probability not effort
If you got sick and needed an operation for $100,000
Why people should pay for you, even if you are rick and can afford it?
Nobody wants to pay for you, it is the probability for them to have the same chance, it is exactly like gambling
