Separation the church and state begins with high level of liberal arts education amongst the electorate. It is a symptom of a civil and enlightened society. It can not make a society civil and enlightened that otherwise wasn't already so.
Would you say the U.S.A. was a "civil and enlightened society" in that far off 4th of July?
