The people who draft Constitutions for democratic style governments are merely setting down the initial guidelines for governance.They need to be ratified by the governed. The intentions of the drafters are irrelevant,only the effects matter. Once ratified, the guidelines can be changed or abolished at any time by the governed.
Constitutions are living documents ,not unchanging dogma. The drafters of the US constitution were acutely aware of that simple fact, hence the provision for amendments.
