Ok here's my feeling on it, I believe you're making an incorrect analogy. God doesn't change. Our interpretation of God changes. We keep the Bible true to it's form because it's believed to be inspired by God and therefore the word of God. Your analogy would be more correct in that the Nation exists, but the laws governing it are subject to amendment.
