The Navy Yard Shooter this year, the Muslim guy a few years back murdered 9 people on a military base. All of them had clearance. Hinkley simply blended in in his attempt on Regan, just like Ruby blended in to shoot Oswald. But all of them were mental cases and did what they did because sometimes people snap. DUDE nobody said he travelled from japan to Russia. Getting clearance on a top secret activity like reading U2 spy plane images during the Cold War isn't the same as the clearances that the others had.
