Too simplistic. Only change is constant. Most likely the potential for stuff/space/time is eternal. What becomes actualized follows its own seasons or else is completely random. To say that "God determines what becomes actualized" is merely to impose a human framework of intentionality upon what is essentially mysterious. I'm not going to do that.
