Yes, the internet is a great place as it is certainly a lot more effective to reach a lot people within a short timespan without actually associating with them in the flesh.
I use the internet as my prime place to enact propaganda, and it is surprising how it manages to spread like wildfire. A very passionate and cleverly written text can and will agitate masses, force enemies to act, and give comfort and support to like minded individuals or groups.

Why don't we let the courts handle that?

I don't think that you can incite violence without an already present friction.
For example, no matter how well I write a text, claiming that the cats are our enemies, I simply cannot make people take up arms and lead apogrom againt the cats.
But say...for example, a certain minority, with whom we already have bad blood, it shouldn't be much of a problem, I merely need the approval of my superiors, and when I publish something like that, over the internet, and a day later, through pamphlets, hell will break loose.

Which is why the current Turkish gov. banned Twitter, as it was a great place for dissidents to spread their own propaganda or stage protests(who are most often maked by clashes with the police), though it didn't work out too well since it is impossible to restrict the internet these days. Only very novice users don't know how to use a proxy.
