No, you can envision carbon cycle and various other self-regulating cycles without plate tectonics. For example, carbon in the Europa's ocean can become sequestered through organic processes in the sediment on the ocean floor. The sequestered carbon can become re-mobilized and injected back into the ocean as hot spot volcanism drive lava up and through the sediment layers.
The ice cover itself can form part of the regulating cycle by becoming reservior for impurities in the ocean. When ice crust fracture under tidal forces, ocean water with dissolved carbon and minerals can erupt on to the surface. The carbon and mineral content of the water will separate by disillation as the water evaporates upon exposed to vacume, or separates as water refreezes.
