I used paratransit to get around greater Pittsburgh when I lived there. I have never owned a car. For any trip you register, you may have any number of pickups and dropoffs before your own dropoff. The North Hills, the suburban area that I lived in, had an outpatient center run by the local psych hospital. It would provide daytime liesure and enrichment services (read sometimes: "daycare") for a great number of intellectually disabled adults in the area. I think I noticed the same gamut of emotions as in physically disabled people like myself, or even able-bodies, or any subset you want to use. Some were happy and had had a good day, others were depressed or angry, and others were indifferent. I think it's easy to inject ones own biases here, though, and maybe I have.
