I guess it depends on what you mean by minimally developed. I wouldn't really call China minimally developed. Singapore is another first world country that comes to mind.
No. China has economical growth, but not so much when it comes to development. Check out this distinction (It's actually the first search on google but it's accurate)
To be super succinct, growth depends on your GDP; development depends on your human development index - China is better on the former, but it isn't considered very developed compared to other western or even asian (I'm thinking Japan) standards.
I think China is ranked 90 or 91 in HDI, it's not much.
