I'm guessing that the Federal government will take over the department administration in order to effect what are apparently needed reforms. I was listening to a couple of lawyers on NPR today who have experience suing for consent decrees and Federal takeovers; they were saying such moves were currently under consideration, and I can only assume that the chief's resignation may well speed up that process.
