Maybe. I have sort of been following this out of the corner of my eye. I will give my take on it, though I have not nailed it right down. Vatican politics is too big a challenge.
OK so Frank got elected as pope. Frank was a huge compromise for the conclave. After the last nazi, they had no option but to elect somebody, anybody who would appeal to the Yute. Straight out of the box, this was flawed, because...
A. The Yute don't give a flying one
B. The RCC has painted itself into a corner of irrelevancy.
C. Not only are the RCC parents ignoring the commands of the RCC, their kids are too. It's a fiesta of condoms and pills
D. The conclave actually wants to back out this wanton behaviour and even regrets electing good ole Frank.
