That is not the way emergency-scene operations work. When fire/rescue rolls up onto a scene, it is considered an active rescue scene until it is ascertained that all victims are rescued or deceased.
Fire/rescue does not assume a victimless accident. They clear an accident scene by rescuing the living, and locating the dead. And only then do operations evolve from search-and-rescue to recovery.

Once they saw that it was a salvage operation. Then they heard a voice and the proceeded to roll the car on its side. When the did they were horrified to find they had submerged a live baby. If the had known their was a child they would have rolled it the other way, and not submerged the baby.
