Well let's see here. Totally speaking from a legal POV, there are laws that have been put into place that dictate right from wrong. If you break those laws, depending on the severity, you are punished accordingly.
Then there's that pesky common sense thing. People are taught right from wrong. If they choose not to use their common sense about it, then they end up getting caught and punished.
In the example I've provided above, Law sets the standard. And you don't need religion to form laws or to keep them.
As an atheist, I don't claim to say god is evil. I cannot make that sort of claim if I see no evidence of god being present anywhere.
