These verses supply an explicit answer; I commented on them too:
Sura 7
( 146 ) I will turn away from My signs those who are arrogant upon the earth without right; and if they should see every sign, they will not believe in it. And if they see the way of consciousness, they will not adopt it as a way; but if they see the way of error, they will adopt it as a way. That is because they have denied Our signs and they were heedless of them.
We can speak about the arrogance of tribal Africans, who spent decades cutting each others' throats over pride; selling their bretheren to the white man as slaves, and rape and kill and salvage. Tribalism and arrogance destroyed beautiful Africa; and God simply did what is said in sura7:
He turned away the arrogant from his signs.
Some parts in Africa -which was less tribal and less arrogant- did become Muslim though; Sudan is way better than Haiti, Egypt is better than the Congo.
Non-Muslim racists thought it's about color. But actually; it's about the hearts of the citizens.
Sura 30
( 59 ) Thus does Allah seal the hearts of those who do not know.
Ignorance is a choice. You don't need somebody to tell your brain to look at the stars; nobody is preventing you from observing. When people refuse knowledge and insist on staying ignorant, they get a seal over their hearts.
One example is what I told Stimbo about:

Africans -like the native Americans- did not use rifles against the invasion force because of "pride", and refused to learn how to make gunpowder.

( 23 ) Those [who do so] are the ones that Allah has cursed, so He deafened them and blinded their vision.
( 24 ) Then do they not reflect upon the Qur'an, or are there locks upon [their] hearts?
The weak hypocrites, who use power to corrupt, and also refuse to study the Quran as they would do to other books; would also get a seal over their sight and hearing.
How many did I see, who used their weapons, arms, and power to tear their relatives, to corrupt? and then they are ordered to fight for the poor and the sick, they turn away, shaking in their boots, and when you present the Quran to them, they rejected for ...racial reasons maybe? or tribal? or nationalistic. Even though they read hundreds of other books before it; they never give it a break; they never try to actually read it it.
This type of people also get a seal.
There are so many other verses discussing exactly this: why does God send some people astray.
