That's quite common in high rises in London and other UK cities, even more so now that central government have slashed council budgets by 40% and more in the last seven years. This of course lead to many councils slashing their maintenance (a lot of these places are still council owned) and enforcement budgets, leading to a lot of necessary maintenance and upgrading work either being ignored or done shoddily.
