Not feeding your kid is neglect. Not providing clean drinking water to them is neglect. How in the fuck is failing to protect them (and others) from potentially lethal and easily preventable diseases anything less than neglect?
Every time a child dies because their parents can't be fussed to provide basic care, those parents should be up on charges for neglect, at a minimum.
