CL, I'm curious as to why you think failing to protect your child against deadly, but preventable diseases does NOT constitute neglect.  I'm not being snarky; I really want to understand how you're reasoning through this.  Is it because you don't think anyone is actually going to get sick?

She's erring on the uninformed minority side that thinks vaccinations cause autism in children.

Actually, she seems to be more erring on the libertarian side that thinks forcing people to do something is wrong even if it makes sense. At least she isn't erring on the side that forcing people do something is wrong especially if it makes sense.
