If you don't vaccinate, and your kid gets a communicable disease and dies, or passes it on to an immunocompromised person, and they die...yes, someone be criminally culpable.
And the other, bigger, problem with low vaccination levels is that it allows strains of the bacteria/virus which causes the disease to develop which are resistant to the vaccination. Meaning that even if you're a competent paren and get your kids vaccinated some anti-vaxxer fucktard could have already screwed it up for you.
It should be a requirement for to get your secondary school qualifications, you should have to produce vaccination records, or a genuine medical reason why not.
