He's a shithead. He lies constantly, putting his shipmates into danger on a regular basis (even getting one killed through sheer incompetence). He claims expertise in a wide range of areas when it is clear he often doesn't know or understand basic concepts in these areas (him butting into the engineering discussion at the start of Threshold is the standout exsmple, but there are many). He is insanely jealous to the point of mental illness. He is completely self centered and self absorbed (he publicly accused an innocent man in Investigations, IIRC, simply because he wanted to show the ship he was a "real journalist" and show up Tuvok over a petty grievance). He has no sense of personal privacy.
Basicly he's what happens when you try and mesh Quark and Rom into one character, the amorality of Quark (though we do see that Quark does have a well hidden moral core, Neelix doesn't) combined with the too dumb to live of Rom.
