I would suggest that it was because it pleased Him to do so. In addition, it was another way in which He could express his only perfectly virtuous and just nature. And having more epxression of perfection is better than less, at least from my perspective.

What does the fact that bad things occur have to do with God expressing His perfectly just and virtuous nature more fully?
