Drich's "language credentials" are that he can speak, does so often, and enjoys doing so. That's good enough for government work.

Those aren't stereotypes, those are tendencies.

Tendency: An inclination toward a particular characteristic or type of behavior

Stereotype: A widely held but fixed and oversimplified image or idea of a particular type of person or thing

They're not at all based on race. Culture is a legitimate means of categorizing and describing people.
