No it isn't. It's not considered a person because it isn't a person. It is a foetus. It looks and behaves exactly like foetuses of all other mammals, if you want to make that comparison.
So, I shall ask again about miscarriage: Should a woman be arrested for manslaughter upon miscarrying?

A fetus has no status as a "person" because of elitism and ignorance and is considered more like an animal than a human.
Whilst I don't consider a fetus a person, I still consider it a human. Don't conflate the two: they are two different things. For example; a human fetus is, of course, a human but isn't considered a person.
I also don't consider a fetus (or a few-day-old embryo) an 'animal' in the sense that you mean... Though, humans are animals.

Once again, Catfish: mocking someone isn't really an argument.
Ask yourself this: why is it that your responses only ever seem to be contemptuous or appeals to emotion? Isn't it really because you have no actual arguments to make for a position that you're only really justifying with a holy book that only partially supports the claim you're attempting (and failing) to make?

Until it leaves its mother's womb, it is a fetus. Before the fetus stage, it is an unrecognizable bundle of cells, which is why abortion is legal. Most rational people consider the infant, out of its mother's womb, a human. I personally believe speech and cognitive processes need to be developed before it can be considered a human.
