Minimum age in California is 18. Getting married younger than 18 requires a few steps:

first you are restricting the freedom of people
Your argument is that a 9 years old is not an adult to choose
but

The average age for Puberty for girls is 12
some will have at 12 while others will have it before or after

Some of those girls will want and will have sex (Fact)
Instead of all the troubles that they will have (like any western non-Islamic country) it is better to allow them to marry
So restricting the marriage age is ridiculous (they will have sex regardless)

I don't mind restricting a 9 year old girls freedom to get fisted by a 40 yr old man (or vv). I'm not sure how marriage solves the issue. Still a 9 yr old girl getting fisted by a 40 yr old man.

It is not mutilation because it is healthy
even for girls

From my personal experience
My wife was not circumcised, till the age of 28 she made it
She was getting a climax very difficulty during intercourse after about 40 minutes
Now after the operation she is getting 3 climaxes in the same period.

The scientific explanation is that a circumcised woman is getting exited more by the inner organs while an non-circumcised one is getting more excitation from the outer part

What a load of bull. This is what your article stated:

Do you know why? It's because "the area near the entrance of the vagina (the lower third) contains nearly 90 percent of the vaginal nerve endings, and there are areas in the anterior vaginal wall and between the top junction of the labia minora and the urethra that are especially sensitive, but intense sexual pleasure and orgasm from vaginal stimulation is occasional because the vagina has significantly fewer nerve endings than the clitoris."

It says nothing about women who have undergone FGM.
