Can't be too sure about the future, though. Maybe America is preparing some other tricks up their sleeves so that they can start the war again couple of months later.
Or maybe it's just being a scaredy cat now.
From the perspective of America, this is the worst possible outcome. America's greatest defeat here isn't the failure to establish "democracy", nor the failure to remove a "tyrant", nor the inability to exact consequences for crossing a line drawn by an American president, nor the inability to corrol even Britain to our cause. It is letting Russia stand herself up as the champion for those who are diametrically opposed to American policy in middle east and north Africa, and stare us down.
An overriding objective for American foreign policy since the end of the cold war is to prevent the reassembly of Russian Euroasian empire by extending credible American protection over the former Soviet Republics that had chosen independence, and to the greatest possible degree exclude Russian influence from these former Soviet and Czarist satellites.
The over-riding objective of Russian foreign policy has been to reassert primacy of Russian influence over all regions that had been parts of the Soviet Union.
By thwarting a completely the self defeating American move in Sryia, a region of primary interest to Russia, but outside the border of the former Soviet Union, Putin had succeeded in exhibiting just how little protection America could conceivably afford to those regions within the former Soviet border than have since chosen independence.
I would say the most important result of the Clinton/Obama line in the sand in Syria is the total discrediting of America as an protector of the independent interests of the former soviet republics attempting to go its own way, and the reestablishment of Russian primacy in most regions of former Soviet Union.
A washed up has been, whose economy has been reduced to that of a petrol resource state not even 1/10 the size of American economy, has asserted its interests over the avowed intentions of the United States, defended its ally against America's armed intentions without firing a shot.
Just today, it does not look as if America had won the cold war and stands as the sole superpower. Baby Sam has been spanked by uncle Putin.
