processor: AMD Turion II P540 Dual-core processor 2.40 GHz
Installed memory : 4.00GB (3.74 GB usable)
system type: 64-bit OS x64-based processor

That's newer than my laptop.... and my laptop is running win10 fine.

Judi, I'm fairly confident it's the hardware bus not keeping up with everything.
Also, I doubt Toshiba would have updated specific hardware win10 compliant drivers for hw that old..
In your case, best to go back to win7...
EDIT.
others are doing ok with even 2 gig ram and win10.
I'd say more hw compatibility now.
Drivers may be the key.

That should be enough to run Win10 and an internet browser, even Firefox.
Maybe first try a repair install of Windows, and then go to Toshiba's website and see if they have any updated drivers for your machine.

Everything is updated as far as drivers go. I also have the computer perform weekly maintenance tasks such as disk defrag and cleaning up the drivers. I just don't understand why it is lagging so bad. Even to click on anything in the settings seems to take at least five minutes before it realizes I clicked on something.
This is totally frustrating. I think I'm just going to go back to 7 or 8, whatever was on it and be done with it.

And the thing is, I have run every possible troubleshooting thing possible. It can't find anything wrong. I'm at a loss here.

Judi, is your drive an ssd?
The first thing you should be doing with win7-10 and an ssd is turning off several services which are harming your ssd. (wearing it out prematurely and unnecessarily)
superfetch, defrag, some others...can't remember.

I have no idea of what that is. Where do I find that information?

Judi, if it's an ssd, you would have felt it in your wallet when you purchased the laptop.
Check if the hard drive is full or very close to full. If you updated from win8 to win10, you are likely to still have the old win8 installation in there eating up a few GB.
