Most Catholics don't even go to church, let alone financing the church. You don't need to obey the Pope and the church to be a Catholic - In fact, my mom thought the pope was an asshole (all of them)

That is the good thing about secular government, the only thing the Vatican can do is cut off a church from money, but if the members of that church want to go on their own they can, they don't need the permission of the Pope. Fortunately for humanity he only leads those who want to follow him, in reality the only real power he has physically is over that tiny glorified Hotel complex. He knows this which is why he is such a waffler and politician.
