I'm not entirely sure, but there's a legal process to ensure that there are no ulterior motifs involved.
There's national law, but there's also the European convention that all member states have to abide by.

I hate to say it, but we are going to see more and more of this shit. Step by step, the stridently conservative faction within Christianity is losing the culture war in the U.S., and they know it. So expect similar jaw-dropping examples of their lunacy and cruelty to be enacted in such places as they continue to have political muscle; then watch as their initiatives get shot down by the courts and they whine about the judiciary usurping their 'rights'.

I assume you mean potential young believers? I think you are right. The younger generations are going to be put off by this kind of bogus bigotry on the whole, I would expect. I guess we're seeing polarization, people going more and more liberal or else doubling down on the crazy. Pick a side

So, the European nations as individuals do not have the population of the United States, so the individual states handle there own adoptions.
