I could understand an advice saying "don't go to church wearing a miniskirt" - When I was in Rome, I was advised by the Vatican police to not wear sleeveless shirts myself (I'm a man) - But this seems like your ordinary school.
Funnily enough the article links to two german links. And both don't use the word religion in their reports. They speak about cultures, the same word the german headmaster, who's quoted in the Passauer article uses. He also say, he only wanted to point out the differences between the cultures so that the students and parents are better able to understand what is happening. There's emphasis on the fact that the parents aren't the least bit concerned about receiving the letter, but rightwing media made a big deal out of it. The headmaster also states that he isn't the fashion police, but wanted to stress that both sides should be open minded about their different cultures.
