I tend to suffer quietly. On the bus as well as in Restaurants. Mostly because society tells us toddlers are cute and feeling slightly guilty for wanting to strangle that screaming brat.

But yeah... 2 year olds have no respect for their parents. However, they do come to show respect for some foreign authority. So the restaurant owner did the right thing, even if too late.... and after being a bit passive-aggressive, which was unnecessary. I don't know what they told each other, but those people were in her restaurant and there must be a rule against allowing disturbing clients to remain in your premises... even if they are toddlers. Some crying is allowed, it is expected... 5 minutes... more than that and the parents are being idiots. I've been there. There's a great sentence passed on to me by my dad: shut up or I'll give you something to really cry about. Of course, the threat only works if the parent carries it out. At 20 months, the kid knows if mommy and daddy are going to do anything about it or not....
The diner owner should have yelled at the parents and shouldn't have used any passive aggressiveness in the beginning. Tell the parents that their child has been screaming for a long time and is disturbing other people. They can either take the child outside until it calms down or leave. Period.
Very young children can have off days. It is understandable that they cry or throw a tantrum. Parents have the power to pick the child up and go outside or into the bathroom until the child settles down. Sometimes you have to leave because your child isn't up to sitting in a restaurant that day. It happens and is part of being a parent. It sounds as if the parents in the restaurant weren't even trying to quiet their child. Why didn't they feed their toddler? Did they talk to him/her? When I took young children to a restaurant, I realized that my main focus would be on keeping my toddler entertained because it was my responsibility to prevent them from disturbing other people. I dislike children anywhere & everywhere. I find them ugly, annoying, and whilst I understand that parents will obviously dote on them, I've never understood why people seem surprised when I say no to the question "aren't they cute??" So ban them leaving the house and I'll be happy ^_^

Little fucking bastards! I know people are obsessed with wanting to continue the human race or whatever, but do children have to be such pointless noisy dumb scrag ends? Of course not all kids are like this. Some are being experimented on in my basement. Feel free to send me a private message.

You know... kids learn to speak in some 2 years... they learn to shit in the proper place and take care of flushing... they learn to fix their own meals... eventually, they learn how to make money and can help you in your old age...
