Well...if the pipes are frozen then you're right, but if the pipes are frozen then you've got a lot more to worry about than just not being able to breastfeed because you'd be dead.

I think expecting women to feed their kids under a curtain or out of sight (especially in the bathroom) is honestly kind of barbaric.
It is not barbaric at all. Like one mother at work, a fellow employee, stated that she was once at a store and needed to feed her son. She politely asked to use a dressing room, because she understood that not everyone wants to be subjected to a particular display.
And this woman at my workplace merely walked into the store with the ugly kid attached to her teat. It wasn't as though he was screaming to be fed halfway through their shopping expedition.

As long as your shirt is covering you I don't see any reason why you should have to nurse your baby in a dressing room.

You do realize that a woman can nurse her baby without showing any skin and without using anything but what she's already wearing to cover herself. I never used a blanket or anything. It makes the baby get too hot.
