OK, I realize this might be a stupid question, but as far as I know, it has not been asked;

looks like the archdioceses keep all kinds of records of what the hinky priests are doing, and how the church poobahs move the hinky priests around from parish to parish. So, somewhere in those files, anywhere, is there a notation that someone actually bothered to tell the hinky priests to

NOT MOLEST CHILDREN ????

Maybe the reason why there's such a problem and why it's so prevalent is because certain religious and cultural traditions tolerate if not actively encourage such behavior by the clergy.

In the case of the Catholics they all know about the sexual abuse of children by the Catholic priests. But the Catholics continue to pimp their children by forcing them to be in close contact with the very group of people who have been shown to sexually abuse children. They could reduce such incidents by not putting their children in contact with such people. So the parents are willing collaborators.
