Admins are chosen from the current staff. The process is also somewhat ad hoc as it happens infrequently. Generally we like to offer the spot to the most senior moderator first.

It varies from month to month. If we don't get enough donations to cover the cost of the server, I make up the difference. In the past we've had some pretty generous donations though, and our server costs have decreased now we're hosted on a cloud service.
