If you audited the DoD they'd probably come out clean.  Fun fact...they habitually tell our congress they -don't- want this or that.  That our deployments are too strenuous, that plan x or y won't work, that they have cheaper, better plans.

In the end, they march to the orders given.  This isn't to say that there is no corruption or collusion, there must be....but pointing to the DoD like theyre the ones that make these decisions is letting the actual movers and shakers off the hook and hammering their underlings who are bound by oath, honor, and law to obey.

To be clear to everyone I did mean the F-35. I don't know why I types F-22. Now, why should the war in Syria concern NATO? The Syrians asked the Russian Federation for help and did not want NATO countries to violate their sovereignty.

Can you imagine the outcry if Iran was bombing the Yemen or bombed a hospital? But because it's Saudi was have to all keep it on the low down. This hypocrisy is one thing that really annoys people.

What were these kids thinking about?  They wanted to go to school instead of working in sweatshops and coal mines!   Didn't they know that only rich kids go to school?
We can't afford to give poor kids education.  Who will pay for it?  Why should the rich have to pay for it?

Who knows..we can say for sure that they were on their own sides when they needed to career shop.  Thing is, while they work at the DoD....they hate each other.  Constantly tanking each others projects and blowing the whistle out of nothing more than spite, if nothing else is present. Their flaws work as controls. I'm not defending those guys at all, but the idea that the DoD, as an institution, is to blame for the problems congress creates because they are tasked with carrying out the programs congress demands....it's hard to make that stick. Even if a general was squeeky clean.....he's still required to say "Yes Sir". If he says he's doesn't want a Paladin, he's still gotta make room in the motor-pool. I know there's dirt, bottom to the top (hell, I lost a few months pay for profiteering - chocolate and cigs, lol... and a I got a coin from a general that was, apparently, selling them for their weight on the side)...I did mention that there -had- to be corruption, -had- to be collusion....but the waste and abuse and fraud doesn't start or stop there. It can't, they aren't even empowered to do so.

I have, yeah, it's a good movie.  It's not entirely true.  Thankfully, regardless of initial problems, the Bradley ended up being a top notch fighting vehicle.  It's taken out more tanks than Abrams have.  I loved the bradley, I've been in every crew and dismount position.  

That out of the way, it;s actually a good example of exactly what I was talking about.  The IFV program wasn't the brainchild of the DoD.  They had a mandate to develop a replacement for previous ifvs (which I also loved...my 1st sergeant still rolled around in an old flat-top even in a Bradley company) The DoD was pressured to push the vehicle at a congressional level, and they found the right brass for the job.  It was only -after- that shit played out that the DoD turned it into the vehicle it is today out of necessity. Commissions, at that level, are political, their bosses are politicians deeply entrenched with suppliers.
