Special interest groups. Same reason the status quo stays for anything, despite new better ways coming along. Why are we doing fracking, despite obvious downsides? Because special interest want us to keep using oil. Even if it means drilling deep enough that you cause earthquakes, and ruin the water supply, just to get dirty oil.

We're already replacing them, and have been for years, mainly because coal is one of the most environmentally damaging and obsolete forms of energy still in use. There are almost 8,000 power plants in America, and only about 600 of them (a little less, actually) are still burning coal. Why do you suppose that is?
