I suppose lack of education may represent a fraction of the blame, but I would state the reasons to be much different.

How about the couple a few weeks back that took off to play Pokemon Go and left their two year old outside in 90 degree weather with no water for 90 minutes? That child would have been objectively better off with one parent who actually cared about him versus two who don't...
